Richland Parish LAVINE Coverage
Louisiana's version of VINE goes by LAVINE. The Louisiana Commission on Law Enforcement runs it. Partners include the Sheriffs' Association, district attorneys, and the Department of Public Safety and Corrections. Its official LAVINE explanation states that adult custody in every parish jail and state prison is monitored. A related roster directory lists Richland Parish with a link to the local deployment. That makes Richland's participation firm rather than assumed.
The service is free. It is anonymous too. Users can search the web portal or call 866-LAVNS-4-U. The focus is custody status plus changes such as release or transfer. It was not built to display every arrest in Rayville, Delhi, or Mangham. An arrest without covered adult custody may never appear. The VINELink search interface provides state and county controls that lead to the Richland selection.
The image shows the lookup controls, not a roster or gallery of people in custody.
Check a Richland Custody Record
Search with facts you already know. A name alone can mislead, since spellings vary and names repeat across Richland Parish. The Louisiana VINE instructions allow searches by name, ID, or case number. They also offer an option to hide photos. No photograph should serve as the only identity test.
- Open VINELink and select Louisiana, then choose the person-search option.
- Enter the full name, ID, or case number available to you. Use exact data when possible.
- Compare age, gender, race, agency, unique ID, location, and custody status before accepting a match.
- Open Record Details to review the booking date and other available source fields.
- If several results look similar, contact the listed agency or RPSO before relying on one record.
VINELink answers a custody question. It does not answer everything. The Richland Parish recent-arrests hub covers the sheriff roster, booking-record requests, and court routes, since a VINE result is never the full arrest or investigative file.
Richland VINELink Result Fields
The official roster description confirms the basic identity fields. The Louisiana user guide covers the wider search and detail views. Not every record shows every item, the result reflects one point in time, and the holding agency controls the underlying data.
| Field or control | Use and limit |
|---|---|
| Name and unique ID | Help distinguish records; verify against known facts rather than a name alone. |
| Age or date of birth | Supports identity matching where displayed; do not infer identity from age alone. |
| Gender and race | Identity descriptors documented in roster materials, subject to source accuracy. |
| Agency and location | Indicate the reported custody source or placement, which may change after transfer. |
| Custody status | Shows the status supplied to VINE when checked; it is not a court disposition. |
| Booking date | Available through Record Details according to the user guide; it does not create a full booking history. |
| Get Notified | Starts a separate registration for future custody-change alerts. |
A VINELink result for Richland Parish shows custody facts only. It lists where a person is held and the holding agency. Booking fields describe status, not any court outcome.
Register for Richland Custody Alerts
Searching and registering are two different steps. A finished search only displays the current result VINE holds. Clicking "Get Notified" opens a private contact channel for later changes. Louisiana's guidance offers phone, text, email, and TTY. Pick a channel you can reach safely and keep the PIN to yourself.
- Confirm the correct person and open that record before selecting “Get Notified.”
- Choose an offered contact method such as phone, text, email, or TTY.
- Enter the contact information directly into VINE. Do not publish it on a public page or send it to an unrelated party.
- Create or record the requested PIN. Telephone calls may continue until the recipient enters that PIN.
- Follow the service's confirmation prompts and update the registration if the safe contact method changes.
Alerts shine for release and transfer awareness. Repeated manual searches get old fast. Still, no alert promises advance warning for every event. Keep a separate safety plan, and when a decision cannot wait for an automated message, call the agency directly.
Verify Richland VINELink Status
Louisiana R.S. 15:1229 creates the victim-notification system. It also caps the state's liability for accuracy, timeliness, and completeness of the data. That caution matters most when a booking is fresh. LCLE says live rosters refresh every 30 minutes. That interval does not guarantee intake data reaches the system within 30 minutes of an arrest. For an urgent result, confirm with RPSO or the holding facility.
The RPSO inmate search is a separate local view with names and photo cards. Historical Richland LAVINE snapshots leaned toward fields and showed no individual-photo column. No result appearing can mean intake lag. It can also mean release, transfer, or a different booking destination. A protected record or a mismatch in the search data could explain it too.
Think an arrest happened within the past day? Use the 24 Hour Arrests fallback path, and call RPSO when timing is critical.
Richland Custody Systems Differ
One arrest can pass through several systems. RPSO and Richland LAVINE cover parish custody. State questions go through the Louisiana DPS&C inmate-information service, which updates every 24 hours. The Bureau of Prisons runs its own locator for federal inmates. ICE operates a separate system for covered immigration custody. A negative result in one layer settles nothing about the others.
Municipal agency and custody destination differ as well. Rayville, Delhi, and Mangham each have municipal police departments. Yet someone taken to parish detention will surface under the Richland custody layers, while a person held outside the parish may not appear there at all. Search the system that matches your custody question, then ask the arresting agency for its report and the clerk for the case disposition.
Note: current custody, a booking date, and a final court result are three separate facts kept by different sources.
RPSO App Versus LAVINE Alerts
The sheriff's office does maintain a mobile app. Richland Parish residents can use it for sheriff news, safety reports, and tips. Crime reporting is supported too. Its description lists no inmate roster or booking feed. Treat it as a general outreach tool rather than a custody lookup. Installing it will not recreate what LAVINE does for arrest notifications. The official RPSO app landing page names the sheriff's app. It links to the stores where the app can be downloaded.
Think of the two tools as doing separate jobs. The app handles broad parish communication. LAVINE's "Get Notified" control is what actually tracks one person's custody status. The Google Play listing echoes the same features, news, reports, and tips, and offers no arrest feed either.
Keep VINELink Registration Private
Registering with VINE means handing over a phone number, an email, and a PIN. Give those details only inside the official VINE process. Never post them next to a person's name, and keep screenshots of the registration to yourself. Where safety is a worry, pick the contact channel thoughtfully and talk with victim services or law enforcement about a fuller plan.
VINE works for checking status. It should not become a booking photo collection. Louisiana user guidance lets you suppress photo display, which fits when the goal is simply verifying custody. Treat any result with dignity. Name its source. Check again when circumstances shift.
Alerts and accuracy are two different things. A working phone line or inbox does not mean the jail's update was complete or instant. If a notice clashes with a live RPSO result, note when you checked both and call the listed agency. Silence does not prove the person is still held. One automated message never holds a full custody history, either.
Keep the registration tied to one verified record. A name search can return several near matches, so pause before typing in contact details. Use the unique ID, agency, location, or booking date to narrow things down. If identity stays unclear, direct confirmation beats subscribing to the wrong record. Delete or update stale registrations through the official service instead of forwarding notices to people who never asked for them.
Search for Supporting Records
VINELink stays the dedicated custody and alert system for Richland Parish arrests. For agency or court sources, search more broadly and verify each result at its origin.
